The environmental impact assessment process approved the Hydro Quebec plan based on economic need. The power requirements Hydro stated at the time have since been downgraded.
Hydro Quebec ignored orders from the environmental assessment commission to table all alternatives. They withheld a major wind power proposal which had been delivered to Hydro Quebec from Siemens prior to the hearings.
The commissioners simply asked Hydro Quebec to monitor the impact of its actions on the environment and remediate where necessary. There is no independent verification process.
